HONG KONG: PM'S CASE: MR CHRISTOPHER CLEMENTS

1. Mrs Freda Smith, of Woodbridge in Suffolk, wrote to the

Prime Minister on 20 September about the case of Mr Christopher

Clements, a UK National who was committed for trial in Hong Kong

in June of this year on a murder charge.

2. Mrs Smith's son, a merchant navy officer, visited Mr Clements in prison in August, and was very critical of the conditions under

which Mr Clements was being held. Mrs Smith asks the Prime Minister

if he will authorise Mr Kenneth Weetch MP (Labour Ipswich) to

investigate the matter during his visit to Hong Kong later this

month.

Mr Clements is a constituent of Mr Kenneth Stainton MP

(Conservative Sudbury and Woodbridge), who has written to the

Secretary of State and Lord Goronwy-Roberts about the case several

times over the last few months. He has been concerned mostly to

ensure that Mr Clements is able to obtain adequate legal represent-

ation, but in a letter of 27 September he has also raised the question of prison conditions (a reply to this letter is being drafted and will be submitted shortly). Mr Stainton (whose

constituency adjoins that of Mr Weetch) has already asked Mr Weetch

Hong Kong Commissioner in London has confirmed that an invitation

is being conveyed to Mr Weetch to visit Mr Clements if he wishes to.
