NOTES FOR GUIDANCE IN THIS CASE (action indicated by ticks)

1. Will you please provide:

(a) a draft reply for the Prime Minister's signature

(b) a draft reply for the Prime Minister's Personal and Political Secretary's signature

(c) a draft reply for the Prime Minister's Private Secretary's signature

(d) a brief on which a reply can be drafted in No. 10. The brief should indicate any

sensitive points which you advise should be avoided in drafting our reply

2. Will you please reply direct from your Department

GENERAL NOTES FOR ALL CASES

3. If exceptionally you are unable to reply to para. 1 within 7 days please inform the Private

Secretary at No. 10 (quoting the reference of this file), and in each case provide a draft of an interim reply.

4. The Prime Minister has asked that these papers should be shown to your Minister if:

(a) the letter is from a Member of Parliament or a Member of Parliament is involved (b) the content of the letter is highly political or emanates from a political source

(c) important issues of policy are involved.

5. The Prime Minister is especially concerned that letters sent from No. 10 should be drafted in human terms and should convey a real understanding of the problems and views of the writer.
