There is no rule of thumb, Many superintendents stay in post for 2 years.

It would perhaps be more correct for me to say upper limit is 2 years and shorter period is 12 months, 18 months? That is correct.

Would it be true to say when an officer serves as Divisional Superintendent of a division for 2 years that is indication that division has been efficiently run and detection rate is within acceptable limits, etc.? For an officer to remain in such a post, it means he has been working to satisfaction of his superiors.

Is it common aspects I mentioned efficiency, detection rate, etc. All matters which Divisional Commander considers when reporting on imcumbent of division? These are certainly some of the factors considered by Divisional Commander, both day to day and on inspections, both considered.

Can you indicate some other factors Divisional Commander might take into consideration?

A factor is not getting on with other people, that would be taken into consideration. Personal discipline is another aspect.

Would it be correct to say that he would be reported on by Divisional Commander in relation to efficient carrying out of his duty as Divisional Superintendent were these other factors you mentioned?

That is true. He would be assessed overall.

His duties are in fact laid down?

In Police General Orders in a fairly wide sense. Not

in a particular sense at all.

More as directive than specific instructions?

More than a guiding instruction.

Fact that a Divisional Superintendent remains at his post for 2 years is indication that Divisional Commander has reported favourably on the performance of his duties as Divisional Superintendent?

That is correct. Divisional Commander will have to be satisfied with Divisional Superintendent's work performance.
