Names, dates of birta, names in English and in characters.

Yes. It is possibly the only conclusive way.

He has not been charged.
Do you know why that is?
It was decided some time ago he would not be prosecuted for offences committed before a certain day. I understand he was granted an amnesty. These alleged offences were committed before day in question.
