not himself legally represented but giving evidence

supporting another witness who was legally represented,

was treated in the same way as the witness legally

represented. Police witnesses were first examined by

counsel representing the Police. When a witness was unrepresented he was first examined by counsel for

the Commission.

Final submissions from counsel representing the three

interested parties were heard on completion of the

evidence.

2. The Issue

At about 3.10 a.m. on the 19th July, 1973, a party of about

ten members of the 14K Triad Society raided the Cactus Apartment House (1) at 123-125 Leighton Road, 5th floor, which was an establishment under the

control of a rival Triad Society called the Wo Hop To

(和合

(tott). At least two employees at the

Apartment House received knife or chopper wounds. In

his attempt to escape attack, one other employee,

LAU Wah (劉華 ) by name climbed out of the

window and fell to his death.

It is not disputed that

LEUNG Wing-sang arrived at the Apartment House with

the intruders.

The matter was investigated by detective officers of

Wanchai Police Station.

LEUNG Wing--sang now alleges that though he was present

at the Cactus Apartment House at the time in question

he was in no way involved in the attack and indeed he

had not expected an attack. He claims that LAU Cheong-

wah, who was Station Sergeant at Wanchai Police Station
