SENTENCING POLICY IN THE COURTS

You will I think be interested in the attached copy of a letter letter I wrote on 15 December and Mr Bourne's reply of 19 December.

2. I do not know to what extent the Governor still feels concern about sentencing or whether we need do anything about it. I could if you wish write to the Attorney General, giving the gist of Mr Bourne's second, third and fourth paragraphs, but do not feel any strong wish to do so, as I doubt whether the Attorney-General would make much headway with the Chief Justice if he trotted it out to him.

3. A better tack would be that advocated in Mr Bourne's last paragraph. This could perhaps be engineered when the Chief Justice is over here next year on annual leave, with a little encouragement from the Governor before the Chief Justice sets off from the colony.

Perhaps the correspondence could be entered on your Department's papers.
