Dear Arthur,

November 1977
See
Thank you for your further letter of 8th November concerning Gunner Puttock.
I am afraid that the question of Gunner Puttock's transfer from Hong Kong to a Home Office prison is not a matter for my Depart- ment. As I explained in my letter of 18th July, the procedure is for the Chief Secretary, Hong Kong Government to request the Secretary of State, Foreign and Commonwealth Office for Gunner Puttock to be removed to the United Kingdom under the provisions of the Colonial Prisoners Removal Act 1884. I am,
I am, therefore, passing a copy of your letter to John Tomlinson at the Foreign and Commonwealth Office who will no doubt reply to you direct.
