I refer to our telephone conversation of this morning. Mr. Cheung's letter and enclosures as they were received here are forwarded herewith for your attention as agreed.

The addressing of the letter is in a bit of a muddle. Now that it is ascertained that your Department has not received anything from Mr. Cheung, I am quite sure that the letter was meant for your Department care of our Office. It is not unknown that some Chinese people in Hong Kong do make the mistake of misplacing the words "care of".

A letter is being sent to Mr. Cheung to confirm that his letter has been forwarded to your Department.
