to thank you for your letter of 28th October in which you refer to the conduct of a Hong Kong magistrate, Mr.
I should explain, however, that the Lord Chancellor has no responsibility for the Hong Kong magistracy and has no power to intervene in the matter. I am sending your letter to the office of the Lord Goronwy-Roberts, Minister of State at the Foreign and Commonwealth Office, who has responsibility for Hong Kong affairs in case there is any way in which he can assist you.
