I am sure you will have been informed of the death, in somewhat strange circumstances in Hong Kong, of an Executive Officer employed at Yaumati Police Station, whose name was LIU Ping-hon. The death occurred in Hong Kong on 26th July 1977, and an Open Verdict was reached by the Coroner's Court which sat on 27th September 1977.
The sister of the deceased has written to the Prime Minister and to several M.P's in this matter, enclosing a well documented plea for the death to be further investigated.
From the evidence submitted by Barristers and by University Academies, and by the family of the deceased, there would appear to be a possibility that LIU Ping-hon was murdered by persons who believed him to be in some way providing information to the Independent Commission Against Corruption.
In all the circumstances it is to be hoped that you will cause a further investigation to be made into this young man's death. No doubt you will keep me informed.
