in connection Mr. Liu's death ' (refer to S.C.M. Post, 25th Nov. ).

From our understanding, he, being, well-known as a most filial son,

would not commit suicide. My family recognizes our profound indeb-

tedness to the Hong Kong Barrister Association whose professional

concern and report is a great help. In addition to the report, I

would like to point out a few more reasons for our plea for inde-

pendent re-investigation.

His working environment and the Government:-

The environment of his work arouses suspicion. His post was a

result of a recent re-arrangement of administrative organisation in

the police force. His duty included accessing important confidential

records and files which had been formerly carried out by Senior Po-

lice Inspectors. However, he did not belong to the police force, and

was responsible only to the Chief Secretariat. Undoubtedly, he was

in a very odd position. Around the time of his death, more than

eighty policemen in the Yaumati Police Station have been being in-

vestigated for syndicate corruption by the Independent Commission

Against Corruption ( I.C.A.C. ). The recent incident of conflict be-

tween the police and the I.C.A.C. may well make the public suspect that Ping-hon's death would have some connection with the police. On

the other hand, the Hong Kong Government has the duty to clarify the

case to the public and to find out the fact of the death of her

employee.

The polic investigation:-

The investigation was cursory. To give examples, the police took practical action only one week after we had report the two anony- mous phone-calls to them. It gave me the impression that the police took action only on our pressure.

In the view that the police is suspected to have some connec- tion with my brother's death, we request an independent re-investiga- tion. I find no way out now in Hong Kong. I hope you can fight for

human right and public justice in Britain for us. The slightest sus-

picion of murder should be more than sufficient to re-investigate

the case. It is human right and the Government's duty to find out
