28. Unless this is done, we can anticipate, in my opinion, a progressive erosion of public confidence in the Police with the consequential impact on public morale and operational efficiency of the Police and the impression that ICAC will become self-perpetuating.
29. When HE The Governor Sir Murray MacLehose called on me last summer he considered that ICAC would probably be reduced in size over the next two years and that, hopefully, much of its task could be resumed by the Police. Mr Cater stated that he felt that there would be a need for ICAC for the next 5-6 years.
