Lord Goronwy-Roberts dictated the following note on his conversation on llong Kong yesterday with Mr James Johnson MP and Mr Ben Ford MP.
"Possible Parliamentary Delegation to Hong Kong
1. Mr James Johnson MP and Mr Ben Ford MP came to see me yesterday. Texplained that my ideas were still extremely tentative and emphasised that any premature comments, let alone a leak, would probably destroy all possibility of going ahead. I am sure that the message got across.
2. I then said that when the Governor came over in July I might mention the possibility of his inviting a group of Parliamentarians to visit Hong Kong towards the end of the coming Recess. This would not in any way be a formal enquiry resulting in anything like a formal report. Unless this was clearly understood it would be best to forget the idea, and I briefly rethreaded the obvious difficulties and dangers which might arise in Hong Kong itself and in PRC in any misunderstanding of the nature of the visit.
3. On this basis I discussed the possible membership of such a Group. The two Members have themselves from time to time usefully indicated suitable names, and the following rough batting list emerged yesterday.
4. A Delegation of six, one ex-Minister from both major Parties, for example, the Rt Hon Arthur Bottomley (Labour) and the Rt Hon Sir Derek Walker-Smith (Conservative), with Lord Alport, a former Minister of State for Commonwealth Affairs and High Commissioner, as an alternative to the latter. There might be invitations to two members of the
