3. I submit a draft reply along lines suggested by the Hong Kong Government. (Hong Kong telegram no. 323). The Parliamentary Unit have advised that, since Mr Johnson's Question is low on the list for answer, notes for supplementaries are not required. (Mr Johnson has since put down two further written Questions on corruption for answer later this week.)
