On 1976-07-29, 136 of the Colony's Associations submitted a letter to the Chief Secretary explaining that there were certain provisions in the Prevention of Bribery Ordinance which they considered unjust and unreasonable and the possible reper- cussions of them on Hong Kong's trade unless they were modified. The Associations note with regret from the reply dated 1976-08-17, signed by Secretary for Administration, that those views were not accepted (please see enclosure 1). The Associations are under the impression that your Government has overlooked busi- ness reality and is not acting in the best interest of Hong Kong. A Joint Associations' Meeting on "Government Interference with Customary Business Commissions" was held on 1976-11-18 at the City Hall Restaurant. Over five hundred representatives from 306 civic bodies attended and the meeting resolved: -

The Prevention of Bribery Ordinance 1971 should be applicable only to corruption within the government service and those public bodies listed in the Schedule to the Ordinance.
Irregularities within the private sector among pri- vate enterprises, organizations, and persons should be dealt with by the parties concerned in accordance with the provisions of other existing laws.
