If an investigation not leading to prosecution led to the conclusion an officer's service should be terminated, the evidence was placed before the Public Service Commission, an independent body which took all circumstances into account before recommending action to the Governor. The Civil. Service Department and the Commissioner will provide a graphic description of these' safeguards already available which might serve to reduce or remove some of the publicity and official concern felt in these cases.'
(c) I suggested that the Advisory Committee on Corruption, an unofficial body, might be modified and strengthened by the addition of Unofficial Members well known for their concern for human rights so as to fulfil an appellate and review function in respect of ICAC's operations. Governor did not like this idea but the Secretary for the Civil Service and the Commissioner for the ICAC said that they were prepared to give it a try. The SCS will investigate this possibility and write to me with proposals.

(a) It was agreed that certain changes might be made to the Pensions Ordinance so that all cases of early forced retirement came under the purview of Colonial Regulation 59 Z and thus provide a greater safeguard for junior Government
officials and Police whose discharges presently were not susceptible to approval by the Secretary of State.
