During my recent visit to Hong Kong and during my discussions of how persons affected by investigations by the Indpeendent Commission Against Corruption could be better protected, I was shown some papers from, I believe 1975, indicating that the redraft of Colonial Regulation 59 was done at the suggestion of the FCO in such a way as to facilitate the forcible retirement of officials suspected of corruption but against whom insufficient evidence for prosecution was available. If you know of these papers, could you let me see them?

I have called for the files from Hayes Records Office regarding the revision of Colonial Regulation 59.

I recall that there was an amendment to CR59. Mr C J Hall advised on the details following the exchange of communications between Hong Kong and FCO.
3.
I will arrange for Mr Hall to see the files on his return on Monday 18 April and by a copy of this minute I will ask him to discuss the matter of the revision of CR59 with you.
