Re: Thomas F.M. Tung
I refer to your letter of 21st April 1977 to the Attorney General concerning Mr. Tung and advise that I have been instructed to reply on his behalf.
Unfortunately, in his letter to the Foreign Secretary, Mr. Tung does not make sufficiently specific reference to the proceedings of which he complains to enable me to conduct an enquiry into the allegation.
I am able to inform you however that the magistrate to whom Mr. Tung refers retired in 1970. Furthermore Mr. Tung has been such a persistent complainant to this office that a file in his name was opened in 1964. That file is now approximately an inch thick. I also understand that he has regularly lodged complaints on a variety of matters with the Government Secretariat.
