If you would prefer to discuss procedures with John Prendergast, rather than pursue this with me by correspondence, he is often in London and I am sure would be glad to make himself available. He will in fact be chairing ICAC interview boards at the Hong Kong Government London Office from 6th June onwards and can be contacted there. Coincidentally Jack Cater will also be in London (on annual leave) during June and July: you might find it of value to meet both John Prendergast and Jack Cater.

There has been little tangible in any of the complaints regarding the conduct of ICAC investigations which have come to my notice, and one of the reasons why your letter perplexes me is that my own impression is that ICAC procedures are less rather than more, arbitrary than those adopted by the police in ordinary criminal cases.
