HONG KONG REPRESENTATION
1. I attach a copy of a letter, dated 3 June, that Mr Stewart has received from the Hong Kong Attorney-General, in which he asks whether it would be possible to arrange for him to participate, "under the wing" of the UK Attorney-General, at a meeting of Commonwealth Law Ministers due to be held in Winnipeg in August. It seems that you discussed this matter at one stage with the Hong Kong Chief Secretary.
2. We in HKGD support Mr Hobley's request. The arguments he has advanced in favour of Hong Kong's participating in the meeting are sound and you know better than anyone that Mr Hobley would both benefit from and perhaps be able to make a useful contribution to the meeting. If you agree, I should be grateful for your advice and, if appropriate, that of CCD, as to how we should set
