Introduction
The Public Works Sub-Committee, at its second review in 1976, approved the inclusion of Item KDER 1(19) - Beacon Hill Tunnel - Double Tracking into Category A. The scheme consists of the construction of a new tunnel, with two railway tracks, built on an alignment alongside the existing rail tunnel. At the north end the tracks will be connected to the existing main line via a slightly altered alignment and at the south end the tracks will be connected to the existing main line on an alignment that will permit the construction of the proposed Kowloon Tong Station, which is cur- rently a Category B Item, The tunnel works areas are indicated on the plan at Annex A,
Need for Night Work

Construction of the tunnel is expected to commence in September 1977 and is programmed, on the basis of 24-hour working, to take thirty months to complete. It is essential that the project be completed before 1981 for the following reasons:

the population of Sha Tin New Town is expected to increase from 60,000 at present to 230,000 in 1981. Full double-tracking for the Shatin- Hunghom railway line must therefore be com- pleted before 1981 to cope with the increase in transport demand;
it would enable the Kowloon Canton Railway and Mass Transit Railway (MTR) interchange station at Kowloon Tong to be opened to the public at about the same time that the full commissioning of the Modified Initial System of the Mass Transit Railway takes place. This is scheduled for March 1980.
