public housing in Tsuen Wan or on Tsing Yi. Payment of ex-gratia rehabilitation/building allowance will, therefore, not be necessary. Families not eligible for public housing will be offered space in a temporary housing area in the vicinity.

In addition to the above-mentioned temporary structures, a total of sixteen (16) other temporary structures including four (4) pigsties will also have to be cleared. Ex-gratia disturbance allowance for displaced pigbreeders and poultry farmers is estimated at $15,000.

Negotiations to obtain voluntary surrenders of private land are still in progress but the institution of formal resumption proceedings is recommended to avoid any delays which may be caused by absentee landowners and succession difficulties. As the land to be resumed lies within Tsing Yi Development Plan, the landowners will be offered the alternative of a land exchange on Letter B terms with a credit of $10 per square foot or cash compensation which will include an ex-gratia payment to bring the total compensation up to $17 per square foot if the cash offer is accepted prior to the date of reversion. If the owners opt to accept the exchange offer, as is likely, the amount of cash compensa- tion to be paid out will be reduced accordingly.

Honourable Members will be asked to advise, under section 3 of the Crown Lands Resumption Ordinance (Chapter 124) whether the resumption of the lots listed at Annex B is required for a public purpose, namely, Tsing Yi Development (Areas 4, 5 and 7 - Phase III Development of Cheung Ching Public Housing Estate), Tsing Yi, New Territories.
