On 5th July 1977, having considered memorandum XCR(77)184, Honourable Members advised and the Governor decided that the re- sumption of some 210, 694 square metres (2, 267, 908 square feet) of agricultura 1 land and 334 square metres (3, 600 square feet) of building land was necessary to permit site formation in Area 5 North for Zone 1 residential development and river training works in Areas 3, 5 and 51 of Tuen Mun New Town to proceed. The resumption of this land has since been ordered under section 3 of the Crown Lands Resumption Ordinance (Chapter 124),

The Director of Public Works has now recommended the re- sumption of 14, 109. 1 square metres (about 151, 871 square feet) of agricultural land in Area 4 of Tuen Mun New Town to permit site for- mation in connection with the river training works in Areas 3, 5 and 51 to proceed. This project, which is included in the Tuen Mun New Town Engineering Development Stage IIA, Package 15, is in Category A of the Public Works Programme under Item NDE 1(13). Work is scheduled to commence in early November 1977 and take twenty-four months to complete.

The general location of the land to be resumed is shown coloured orange on the identification plan at Annex A. The Secret ary for the New Territories is satisfied that the land to be resumed is the minimum necessary to implement this project. Compensation for resumption and clearance is estimated at $4.01 million and funds are available within the approved project estimate to meet the estimated expenditure provided that land exchange entitlements are accepted as anticipated.

The clearance will also involve Crown land and require the payment of compensation for crops, fruit trees, beehives, graves and bonepots, wells, irrigation sumps and fences and ex-gratia allowances to cultivators, pigbreeders and poultry farmers.
