Action Taken
On 7th December 1976 Honourable Members considered memorandum XCR (76) 241 and advised, inter alia, that the resumption of certain private land within the Sai Kung (Tui Min Hoi) Development Package III was required for a public purpose, namely for the cons- truction of a fishermen's housing estate, a rural public housing estate and an access road to the estates, all at Tui Min Hoi. The land was subsequently voluntarily surrendered to the Crown before the reversion date on 19th March 1977. The Director of Public of Works has now recommended the early resumption of a further 12, 249.3 square metres (or about 131, 853 square feet) of agricultural land at Tui Min Hoi for the implementation of the Sai Kung (Tui Min Hoi) Development, Package IV, Engineering Works. The project is included in the current New Territories Rural Development Programme and is in Category A of the Public Works Programme.

The proposed reclamation for the Package IV development was gazetted under the Public Reclamations and Works Ordinance (Chapter 113) on 22nd July 1977. The statutory period allowed for the submission of objections or claims of private right expires on 23rd September 1977. As resumption and clearance proceedings have to be completed before the end of December 1977 to meet the development target date, a separate memorandum for Executive Council seeking authorisation of the reclamation under the Public Reclamations and Works Ordinance (Chapter 113) will be submitted to Members in the near future,

The implementation of the Package IV Engineering Works
(a) the extension of the main access road from the
Package III boundaries to the coast, and along the coast;
(b) the formation of eighty-six sites for New Territories
Exempted House development, which will be offered to landowners who agree to surrender their land for the implementation of this development (paragraph 8 refers);
