RESUMPTION OF LAND FOR STAGE II DEVELOPMENT PACKAGE 18 (SITE FORMATION IN AREA 3, PHASE I) TUEN MUN NEW TOWN, TUEN MUN, NEW TERRITORIES

The Project Manager, Tuen Mun has recommended the resumption of 28, 517.6 square metres (about 306, 963 square feet) of private agricultural land in Area 8 of Tuen Mun New Town, Tuen Mun, New Territories, for site formation in connection with the Stage II development of Tuen Mun New Town. This project, which is included in the Tuen Mun New Town Engineering Development Stage II Package 18, is in Category 'A' of the Public Works Programme. Package 18 as a whole comprises the engineering development of Area 8 together with site formation, roadworks and drainage in Areas 3 and 51, the construction of the district road D7 and the laying of a trunk sewer from Pui To Road to Area 8. Development work is scheduled to commence at the end of November 1977.

The general location of the land to be resumed is shown. coloured orange on the identification plan at Annex A. The Secretary for the New Territories is satisfied that the area of private land to be resumed is the minimum necessary to implement this project. Com- pensation for resumption and clearance is estimated at $7.75 million and sufficient funds are available in the approved project estimate to meet the expenditure provided that exchange entitlements are accepted as anticipated.

The clearance will involve payment of compensation for crops, fruit trees, graves, bonepots, wells, irrigation sumps, fences, water tanks and pipelines together with ex-gratia allowance to cultivators and ex-gratia disturbance allowance for displaced pig-breeders and poultry farmers.

Fifteen (15) temporary structures (2 on private land and 13 on Crown land) used for domestic purposes will have to be cleared. These are occupied by eleven (11) families who if found eligible will be offered public housing. Genuine cultivator-families who opt for a resite outside the layout will be offered an ex-gratia rehabilitation allowance of $5,000 per family but will forfeit their priority to public
