Action Ten

The Director of Public Works has recommended the resumption of 71,021.4 square metres (about 764, 467 square feet) of private agricultural land and 40.5 square metres (or about 436 square feet) of building land in Area 3 of Tuen Mun New Town, Tue Mun, New Territories for site formation in connection with Stage II development of Tuen Mun New Town. This project, which is included in the Tuen Mun New Town Engineering Development Stage II, Package 18, is in Category A of the Public Works Programme. Development work is scheduled to commence at the end of November 1977. Area 3 will provide a site for a home-ownership scheme for about 12,500 people.

The general location of the land to be resumed is shown coloured orange on the Identification Plan at Annex A. The Secretary for the New Territories is satisfied that the land to be resumed is the minimum necessary to implement this project. Compensation for resumption and clearance is estimated at $14.41 million and sufficient funds are available in the approved project estimate to meet this expenditure provided that land exchange entitlements are accepted as expected. The cost of ex-gratia allowance for two commercial undertakings is estimated at $20,000 and will be paid from the Compensation Vote of the Housing Department under which funds are also available.

The clearance will involve payment of compensation for crops, fruit trees, fishponds, wells, irrigation sumps and fences - together with ex-gratia allowance to cultivators and ex-gratia dis- turbance allowance for displaced pigbreeders and poultry farmers.

Six temporary structures (2 on private land and 4 on Crown land) used for domestic purpose will have to be cleared. These are occupied by five (5) families who, if found eligible, will be offered public housing together with ex-gratia domestic removal allowance.
