Package 3A of Yuen Long Town Development is in Category A of the Public Works Programme and is mostly 'infill' development of vacant or undeveloped sites in a generally built-up area in Yuen Long Town. On completion of formation a total of 11,400 square metres of Residential Zone 1 land and 5, 500 square metres of service industry land will become saleable providing a return of some $12 million at present market values. Part of the area formed will also be used for roads, drains and open spaces.

The Director of Public Works has, therefore, recommended the acquisition of 242.8 square metres (2, 614 square feet) of building land and 4, 694.3 square metres (50, 530 square feet) of agricultural land to implement this project. The general location of the land to be resumed is shown coloured orange on the Identification Plan at Annex A. The Secretary for the New Territories is satisfied that the area of private land to be resumed is the minimum necessary to implement this project. Compensation for resumption and clearance is estimated at $1. 25 million and sufficient funds are available within the approved project estimate to meet the expendi- ture provided that land exchange entitlements are accepted as anticipated. The cost of ex-gratia allowance for two workshops is estimated at $40,000 and will be paid from Housing Department's Compensation Vote under which funds are also available.

The clearance will involve payment of compensation for fruit trees, ornamental plants, fences and wells. Eight temporary structures (7 on private land and 1 on Crown land) used for domestic purposes will have to be cleared. The domestic structures are occupied by 8 families of about 39 persons who, if found eligible, will be offered public housing. These families may also be eligible for an ex-gratia domestic removal allowance of up to $1,000 per family. If no suitable public housing is available, they will be offered spaces in a local temporary housing area and ex-gratia domestic removal allowance.
