The Director of Public Works has recommended the acquisition of 25,989 square metres (279, 747 square feet) of land comprising 24, 267. 7 square metres (261, 219 square feet) of agricultural land; 504.9 square metres (5,434 square feet) of garden land; 803 square metres (8, 644 square feet) of building and garden land; and 413.4 square metres (4,450 square feet) of building land, situated to the north of Sha Tin Railway Station in Area 20, Sha Tin New Town. The area will be developed to provide sites for a technical institute, a mini soccer pitch and parking spaces for public transport. This project forms part of the Sha Tin New Town Stage I, Phase II Development and is included in Category 'A of the Public Works Programme. Site formation works are due to start in June 1978 and take twelve months to complete.

The general location of the land to be resumed is shown coloured orange on the Identification Plan at Annex A. The Secretary for the New Territories is satisfied that the private land involved is the minimum necessary to implement this project. Compensation for resumption and clearance is estimated at $7.45 million and sufficient funds are available within the approved project estimate to meet this expenditure provided that land exchange entitlements are accepted as expected. The cost of ex-gratia allowances for commer- cial and industrial undertakings and a primary school is estimated at $860,000 and will be paid from the compensation vote of the Housing Department under which funds are also available.

The clearance will involve payment of compensation for crops, fruit trees, pine trees and fish ponds, ex-gratia allowance for cultivators, ex-gratia disturbance allowance for pig-breeders and poultry farmers, compensation for the removal of graves, bone pots, irrigation pipes, fences and wells, as well as "Tun Fu" ceremony fees.

231 temporary structures (142 on Crown land and 89 on private land) used for domestic purposes will have to be cleared. These temporary structures are occupied by some 325 families who, if found eligible, will be offered public housing in Sha Tin. Families not eligible will be offered space in a temporary housing area in Sha Tin. Ex-gratia domestic removal allowance will be paid to eligible families
