Those used for domestic purposes are occupied by 254 families. These families, if eligible, will be offered public housing in Lek Yuen Estate, Sha Tin, and therefore payment of ex-gratia rehabilitation/building allowance will not be necessary. Ineligible families will be offered space in a licensed area in Sha Tin.

Ex-gratia disturbance allowance will be paid to pigbreeders and poultry farmers involved, who cannot be resited within the district. If found eligible by the Director of Housing, the owners of the commercial and industrial undertakings, i. e. 81 workshops, 7 shops, 2 restaurants and 1 tea-house, will be offered ex-gratia cash allowance in lieu of resettlement accommodation in accordance with current policy.

Negotiations to obtain voluntary surrender of private land are in progress, but the institution of formal resumption proceedings is recommended to avoid delays which might be caused by succession difficulties, absentee owners or by negotiations not being concluded satisfactorily in the time available. As the land to be resumed lies within the Sha Tin Outline Zoning Plan, the landowners will be offered the alternative of land exchange or cash compensation including an ex-gratia compensation to bring the total compensation up to $10 per square foot. It is expected that the majority of landowners will accept the exchange offer, and that the amount of cash compensation to be paid out will be reduced to $2. 28 million.
