either for public housing or, if no such housing is immediately available, the allocation of a site in a licensed area. In the latter event, and in the case of families who do not accept an offer of public housing, an ex-gratia payment of $1,000 per family will be · made.

Negotiations to obtain voluntary surrender of private land are in progress, but the institution of formal resumption proceedings is recommended to avoid any delay which might be caused by succession problems or absentee owners. As the land to be resumed lies within the draft Sha Tin Outline Zoning Plan, landowners involved will be offered land exchanges. It is expected that the majority will accept an exchange offer and that the amount of cash compensation to be paid out will be reduced accordingly.

Honourable Members will be asked to advise whether, under section 3 of the Crown Lands Resumption Ordinance (Chapter 124), the resumption of lots listed at Annex B is required for a public purpose, namely site formation for a public housing project in Areas 5 and 48 of Sha Tin New Town, New Territories.

(The Secretary for the New Territories (Mr D. AKERS- JONES) and the Deputy Secretary for the Environment (Mr G. BARNES) will attend before the Council for the discussion of this item).
