MEMORANDUM FOR EXECUTIVE COUNCIL

PROPOSED 5-YEAR LEASE OF A SITE TO THE LAI CHI KOK AMUSEMENT COMPANY LIMITED FOR AMUSEMENT PARK PURPOSES

156 (Annex A), the Council advised and the Governor ordered:

"that a further memorandum should be prepared setting out the measures necessary to ensure the provision of good amenities, management and improved conditions of the park and zoo, in the context of a five-year term".

As described in the previous memorandum, the present park comprises Lot 3327 and Lot 1397 Sections A, B and C in Survey District The total area is about 203, 300 square feet. Lot 3327, having an area of about 133, 439 square feet, is Crown land which was on an annual tenancy up to 31st December 1974. Lot 1397 Sections A, B and C are private agricultural land now owned by Mr Deacon T. K. Chiu of Lai Chi Kok Amusement Company Limited. A total charge of $225,000 per annum, comprising rent for Lot 3327 and a fee for permission to use Lot 1397 Sections A, B and C as an Amusement Park, is charged by Government.

Over the last two to three years, the management of the park has been considerably improved, and this process is continuing. The paving and draining of the park has been improved and renewed and new fun- fair machinery and amenity areas have been added. A covered ice skating rink has been erected covering an area of approximately 18, 300 square feet and a Sung Dynasty village has been constructed as a further attrac- tion. Entrance fees are low and the park is very popular. Its use is likely to increase with the build-up of housing on the Lai Chi Kok Peninsula and the opening of the public park now being formed in Lai Chi Kok Bay.

In view of the advice given by Honourable Members, it is now recommended that a short term tenancy of Crown land and a short term waiver for the private land be granted to the Lai Chi Kok Amusement Company Limited and Mr Deacon T. K. Chiu respectively. The conditions of the tenancy and waiver will require certain standards to be maintained to the satisfaction of the Secretary for the New Territories:

(a) Lease Term and period of waiver

5 years from 1st January 1975. (Please see Note).
