In addition to the permanent buildings on building land, 92 other temporary structures, all situated on Crown land, will have to be removed, the details of which are as follows:

Subject to detailed screening by the Director of Housing, the owners of the 7 workshops, 10 shops and the school will be offered ex-gratia compen- sation in accordance with current policy. Ex-gratia allowance will also be paid to bigbreeders and poultry farmers involved, who cannot be resited within the district.

Negotiations to obtain voluntary surrenders of private land are in progress, but the institution of formal resumption proceedings is recommended to avoid delays which may be caused by absentee land- owners and succession difficulties. As the land to be resumed lies within the Tsuen Wan District Outline Zoning Plan, the land-owners concerned will be offered the alternative of land exchange or cash compensation in- cluding ex-gratia compensation for agricultural land to bring the total compensation up to $10 per square foot. It is expected that most of the land-owners will accept the exchange offer and the amount of compensa- tion to be paid will be reduced accordingly.

Honourable Members will be asked to advise, under section 3 of the Crown Lands Resumption Ordinance (Chapter 124), whether the resumption of the lots listed at Annex B is required for a public purpose, namely the site formation at Area 3, North Tsuen Wan in connection with Tsuen Wan North Development Stage II.
