Area 14C, Sha Tin comprises the major Government, institution and community zone in the New Town. It will provide sites for a regional hospital of 1, 200 beds to serve the eastern New Territories (which will be developed as a teaching hospital to provide the clinical teaching facilities needed for the second medical school to be established at the Chinese University of Hong Kong), a polyclinic, a police station and other community facilities. The formation of this area is part of the Sha Tin New Town Stage I, Phase 2 development and is in Category A of the Public Works Programme. Works are scheduled to commence in May 1977 and will take about 27 months to complete.

The Director of Public Works has recommended the resumption of 1,888, 401 square feet (175, 432 metres) of private agricultural land which is situated in part of the area to be formed. The general location of the land is shown coloured orange on the Identification Plan at Annex A, The Secretary for the New Territories is satisfied that the private land involved is the minimum necessary to implement the project and estimates the total cost of resumption and compensation to be $21.74 million. Pro- vision for compensation and other clearance expenses has been included in the approved project estimate for the Sha Tin New Town Stage I, Phase 2 development, and funds are available to meet this expenditure in the 1976/1977 financial year.

The clearance will involve compensation for crops, fruit trees, pine trees, ex-gratia disburbance allowance for cultivators, compensa- tion for graves and urns, pipes, fences and wells. Payment of 'Tun Fu' ceremonial fees and ex-gratia disturbance allowance for poultry farmers will also be necessary. The owners of the industrial undertakings, if found eligible by the Director of Housing, will be offered ex-gratia compensation in accordance with current policy.

Only one temporary domestic structure, occupied by one family, will have to be cleared. This family, if found eligible for public housing, after screening by the Housing Department, will be accommodated in the Lek Yuen Estate in Sha Tin New Town. If not eligible, the family will be
