Included in the Tuen Mun New Town Stage IIA Develop- ment is the provision of 48. 5 hectares (gross) of formed land in Areas 19 and 28, Tuen Mun New Town, for public housing estates affording 111,000 units of domestic accomodation. The Stage IIA development project is in Category A of the Public Works Programme under Item No NDE1(12). Work is programmed to commence in mid- June 1977, and will take some twenty-seven months to complete.

The Director of Public Works has recommended the resumption of 126, 827 square feet (about 11, 783 square metres) of private agricultural land at the northern part of Butterfly Beach, Tuen Mun New Town, in order to proceed with the development in Area 28. The general location of the land is shown coloured orange on the identification plan at Annex A. The Secretary for the New Territories is satisfied that the area of land to be resumed is the minimum necessary to implement the project. Compensation for resumption and clearance is estimated at $2, 364 million and funds are available to meet this expenditure,

The clearance will involve payment of crop compensation, ex-gratia allowance to cultivators and compensation for fruit trees, irrigation sumps and wells. No building land is involved. No structure, temporary or otherwise, will have to be cleared. Therefore rehousing and payment of ex-gratia building/rehabilitation allowance will not be necessary.

Negotiations to obtain voluntary surrender of the land are in progress, but the institution of formal resumption proceedings is recommended to avoid delays which might be caused by succession difficulties or absentee owners. As the land to be resumed lies within the Tuen Mun Outline Development Plan, the owners of the agricul- tural land will be offered the alternative of land exchange entitlements on Letter B terms or cash compensation including an ex-gratia payment

for private agricultural land to bring the total cash compensation up to $10 per square foot or $17 per square foot in cases where land
