In order to implement the Stage IIA Development Projects for Tuen Mun New Town it is necessary to acquire private agricultural land for site formation works at Shan Shek Wan in Tuen Mun New Town, Tuen Mun, New Territories. The area formed will be used for public housing.

The project is in Category A of the Public Works Programme and the Director of Public Works has recommended the resumption of 203, 116 square feet (about 18, 870 square metres) of private agricultural land in Area 19 of Tuen Mun New Town for site formation. The general location of the land is shown coloured orange on the identification plan at Annex A. The Secretary for the New Territories is satisfied that the area of land to be resumed is the minimum necessary to implement the project. Compensation for resumption and clearance is estimated at $6.367 million and sufficient funds are available in the approved project vote to meet the expenditure.

The clearance will involve both Crown land and private land and payment of compensation for crops and fruit trees, ex-gratia compensation to cultivators and compensation for irrigation sumps, wells, graves and bone pots will be made. Ex-gratia allowance will be paid to the displaced pigbreeders and poultry farmers.

Some 282 temporary structures used for domestic purposes (3 on private land and 279 on Crown land) will have to be cleared. The domestic temporary structures are occupied by 237 families. These families, if found eligible, will be offered public housing in Tuen Mun and those ineligible for public housing will be offered spaces in a licensed area. A total of 882 other ancillary temporary structures will have to be cleared, the details of which are as follows:
