In addition, a further six hundred and forty-six (646) ancillary temporary structures will also have to be cleared. Ex- gratia allowance for sixteen (16) workshops and nineteen (19) shops housed in temporary structures is estimated at $500, 000 and will be paid from the Housing Department's compensation vote under which funds are available.

Negotiations to obtain voluntary surrender of the private land are in progress but the institution of formal resumption proceedings is recommended to avoid delays which may be caused by succession difficulties or absentee landowners. As the land to be resumed lies within the area covered by the Tuen Mun Outline Development Plan the owners of private agricultural land will be offered the alternative of a land exchange on Letter B terms at $10 per square foot or cash compensation including an ex-gratia payment to bring the total amount up to $17 per square foot if the cash offer is accepted prior to the date of reversion. Owners of private building will be offered the alternatives of a land exchange on Letter B terms or cash compensation. It is expected that the majority of landowners in both cases will accept the exchange offer, so the amount of cash compensation to be paid out will be reduced accordingly.

Honourable Members will be asked to advise, under section 3 of the Crown Lands Resumption Ordinance (Chapter 124), whether the resumption of the lots listed at Annex B is required for a public purpose, namely site formation in Area 5 North and river training in Areas 3, 5 and 51, Tuen Mun New Town, Tuen Mun, New Territories.
