Negotiations to obtain voluntary surrender of the private building land are in progress, but the institution of formal resumption proceedings is recommended to avoid delays which may be caused by succession difficulties or absentee landowners. As the land to be resumed lies within the Tuen Mun Outline Development Plan, the landowners will be offered the alternative of land exchanges on Letter B terms or cash compensation. It is expected that one of the two groups of landowners will accept the exchange offer, in which case the amount of cash compensation to be paid out will be reduced accordingly.

Honourable Members will be asked to advise, under section 3 of the Crown Lands Resumption Ordinance (Chapter 124), whether the resumption of the lots listed at Annex B is required for a public purpose, namely the construction of roads and drains in Area 9N and Roads D4 and D5, Tuen Mun New Town.
