the development proposals should

provide options in terms of the mix of flats within the desired scale of accommodation (i.. 400 to 600 sq. ft.), and should be accompanied by specifications as regards finishes. The developer would be free to include in his proposals provision for commercial facilities;

the development proposals should be accompanied by a tender for cach option in respect of -

(i) land promium;

(ii) fixed sale prices;

(f) the Government would evaluate the

development proposals and the

tenders in order to determine which of those would offer the highest premium with suitable selling prices;

a contract of lease, based on

(i) the tendered promium;

(ii) the number of flats offered;

(iii)

the ringe of fixed sale prices;

(iv) the offered timing for

completing the project;

(v) the tenderer's agreement to

pay for the services of a quantity surveyor appointed by the Government (tö monitor construction and to inspect the building);

(vi) an undertaking to produce a

basic management schemo;

(vii)

a clear right of re-entry for default on the part of the lessee;

(viii) an arrangement for the sale

of flats, etc.;
