For the purposes of che proposed experimental scheme we formulated the following criteri for the choice of sites -
Size
(1)
if possible the sites should not be so large is to require the provision of community and commercial facilities, which may give rise to financial and other complications. wites capable of yielding between 500 and 1,000 flits would seem to be about right;
Location
(b)
sites should preferably be in the urban areas or in developing now towns. This would reduce the cost of providing the necessary engineering scrvices and the need to provide community/commercial facilities (and therefore the complications for a joint venture) while allowing for maximum residential development;
Availability
(c)
Cost
sitos should be available for development as soon as practicable. Availability 12 months from the present time should be acceptable given that at least six months lead time is required to draw up appropriate conditions of sale and tender documents;
(1) lind and development costs should
not be so high as to result in sale prices going beyond the means of th. target income group. The use of prime commercial sites could result in a significant loss of revenue;
Number
(e)
for the cxperiment to be adequate, there should be at least two sites in the urban areas and one in developing urban area in the New Territories.
