7. It will be recalled that, at its fifth mecting, the Working Party has identified a number of relatively small sites as being suitable
We have taken for private sector development. the opportunity to consult the Director of Housing on their development by the Housing Department and his advice is that the Schedule B sites are suitable for development by either the Housing Authority or the private sector. At the present time, however, the Housing Department (assisted by private architects and consultants) can just about cope with planning the first phase of the initial programme, because the staff required for supervising construction are not yet in post. But in. about six months the Director should be able to say definitively whether the Housing Department will have acquired spare capacity to develop all the schedule B sites.
8. At this stage there can be no cut and dried answer as to whether it is more advantageous to make additional resources available to the Housing Authority than to make land available to private developers under a joint venture scheme. because
But
(a) the building of flats for sale has,
until now, boen entirely in the hands of the private sector, and it (in the form of the R...D.A.) has expressed a strong interest in making i contribution towards flats-for-sale scheme (soc also paragraph 16 below);
(b)
and
the private sector has the necessary capital, expertise and capacity to build, whereas the Housing Authority has to be given additional capital and its capacity needs to be reinforced;
we consider that, at this stage, there is a good case for setting up an experiment to determine whether the private sector can build flats that would meet the price and other requirements of the home ownership schone. The success or otherwise of this experiment should provide the Government with more informed guidance as to the most suitable mix of public and private sector involvement in the future of the home ownership scheme.
