As requested, I attach a report from A.D.W.
the campaign to persuade tenants not to pay rent. Part of A.D.W.'s report repeats paragraphs from MC 55/77 where they are the latest available information.

Non-payment of rents appears at present to be significant only at Kwai Shing Stages II and III, but even there the problem, so far, is small and contained.
3.
You will be aware of the decision on subvention
of the organisation concerned.
