I am advised that, if the rent increases are passed on in full in the form of fees, the resulting increases in fees would be relatively small and ought not to prevent those schools and kindergartens for which there is a genuine need from continuing in operation. Nor, I am told, would the burden of increased fees be excessive on the parents of children attending the schools. I am also informed that the Hong Kong Government is offering ex gratia compensation at the rate of HK$2,000 per wing to all roof-top schools and kindergartens which prefer to terminate their businesses. these circumstances, I have to inform you that the Secretary of State is unable to intervene on your behalf.
