IPU ASSISTANT SECRETARY-GENERAL'S NON-TRANSIT OF HONG KONG

G & IPD rang me today, at the instance of Brigadier Ward, Secretary to the British Group of the Inter-Parliamentary Union, to enquire why the Hong Kong Government had refused a visa to Mr Vitaly Evseyev, the Assistant Secretary General to the IPU, and a Russian national. Mr Evseyev had applied for a visa to transit Hong Kong for approximately 24 hours sometime in the period 3-6 April.
2. I gave Mr Chavasse the gist of Circular '0' 14/74 of 22 January 1974 and suggested that he give Brigadier Ward the reply that Hong Kong was evidently a "special case". If he felt Brigadier Ward might be trusted, I suggested that Mr Chavasse go beyond this explanation, in confidence with the Brigadier, to explain something of the background.

said I could not recommend to Hong Kong that they change their decision.
