APPLICATION FOR A HONG KONG VISA FROM A HUNGARIAN TOURIST
1.
Please see (attached) a letter to the Secretary of State from Mr Peter farly Pal, a Hungarian citizen. You will see that Mr Pal asks for help in securing a tourist visa to visit Hong Kong and gives, in his letter, a number of guarantees, the existence of which renders his request embarrassing to refuse.
2.
Refused, however, it must be if the policies laid down in Office Circular "O" 14/74 of 22 January 1974 (copy attached) are to be followed. I would be grateful for confirmation, particularly EESD's confirmation, that there is no objection to the policy being followed in this case.
3. If Mr Pal's request is to be refused, it could perhaps best be done by a letter making brief reference, as Mr Pal does, to Hong Kong's earlier refusal, something on the lines of: "I regret I can see no reason to ask the Hong Kong Government to alter the decision they have made in respect of your earlier request to them". I would therefore be grateful for comments by noon tomorrow, 19 August, on the attached draft telegram to Hong Kong and Budapest.
