1. Many thanks to you for your letter I/Ck 390(65) of 4 Hoverber (and to the other recipients of this letter who wrote on the subject of Hong kong visas for ast Europeans). There seems to have been a slight misunderstanding of the position here. Colonel Rusu has not claimed to have been granted a long kong visa (see part 3 of Den berry's MV M41595, 1 of 11 November). He just lets it be known that he usunca he would not get one from this embascy, but for some reason believes that he would get one if he applied through his ministry in Eucharest. It is difficult to disubuse him of this notion without spelling out Hong Kong policy towards

lagt uropeans.

may have misunderstood what kr Karagiozov said about I Lover's visas.

His Bulgarian was being translated into bad French by the Bulgarian Military Attache, leaving plenty of scope for misunderstanding. I have met him since, and he told me (in German) a long story about soldiers applying for leave, the morul of which was if you make a concession to one person you must make the same concession to others. Clearly he believes that Mr Lover having been granted entry visas, so should any other person from an East European embassy here. Er Karagiozov was not suggesting that he had in fact applied for a visa.

3. Hr Berry: There was no copy of Circular '0' 14/74 attached to your letter of 11 November. I should be grateful if you could let us have a copy.
