The Hong Kong Government have informed me that your father has sent the Governor of Hong Kong a letter similar to that you wrote to Her Majesty the Queen on 18 July (and which was the subject of my letter to you on 8 August) and I understand that the Governor and his Council are to consider Mr Tan-Tse-Chuan's letter in about a month's time.
I am sure it would be wrong of me to reply finally to your letter to Her Majesty the Queen before the Governor and his Council have considered your case. I am therefore writing now only to let you know that a final decision on your letter to Her Majesty the Queen must therefore wait a little longer.
