Thank you for your letter of 31 August. I now enclose a copy of Peters' letter of 22 September to me and you will see, in its last paragraph, that Peters suggests that I send a further interim reply to Dam-Le-Quan while the Governor-In- Council considers a letter which the same petitioner has sent to him and which is similar to that we are now considering.
