DEATH SENTENCES FOR THE ORGANISERS OF "SNAKESHEADS"
1. Attached is a copy of an Overt Intelligence Report (OIR) dated 1 July 1977 which reports the circumstances in which a man found guilty of smuggling escapees out of China by junk was sentenced to death and subsequently executed. Also attached is a copy of my own minute of 5 August to Mr Milton and the latter's reply of 10 August.
2. I agree with Mr Milton that we should keep a very watchful eye out for any further reports of the execution of the organisers of "snakesheads" and I would be grateful if you would help me in this.
