It is therefore recommended that the Political Adviser and the Secretary for the New Territories be authorised to renew

contact with the Chinese authorities at Shum Chun at a suitable time towards the end of this month with a view to starting the return of illegals as soon as the practical arrangements have been finally agreed by both sides. (The Hong Kong officials responsitle for "screening" the illegals arrested and for sending them back will need a little time to organise the system on our side).
