1. Peter Bacon has asked me to reply to your letter of 12 December enclosing a copy of your record of the meeting with Lord Goronw, Roberts. Apart from a puzzled enquiry from Hong Kong we have not been asked for further comment on the report filed by Reuters.

I have tion would in future be guaranteed to illegal immigrants. checked again and the Minister of State's recollection is as explained to you on the telephone; namely that he gave no such assurance but did agree to raise the topic with the Governor of Hong Kong at their next meeting.
3. I understand that Lord Goronwy- oberts will shortly be writing to you giving an up-to-date picture of illegal immigration in Hong Kong and that you recently met Mr Callan on our Unite Nations Department to discuss the UN Working Group of Experts on Slavery. I trust that taken altogether this information will answer the points which you and Hr Roper raised.
